Preston Manning Has A Bad Idea  ! 

Mr. Manning penned an article in the National Post recently concerning proposing the ‘Regions ‘ concept , an idea he would like to see endorsed by a future Canadian Government. I suppose he is eager to see Poilievre adopt this idea . Perhaps he is acting for Poilievre to test the waters before he , Poilievre . becomes PM. From all reports he is firmly with Poilievre .

Of course,  having a Federal Government or Federal Parliament endorse anything these days is the kiss of death.  And it can easily be changed by successive governments or parliaments. So little of value there. 

Manning is way off the mark.

First,  we must address the covid mess. The Government of Canada ( and all the Provinces and Territories) has done its part to abuse our constitution and cause undue harm. Many including me are still fighting in the courts for justice. Those responsible must be brought to Justice. The Inquiry that Manning led in Alberta is a white wash of what needs to happen . And the National Citizens Inquiry got in to trouble over Manning’s ethics violations. And the NCR has had a serious rupture since in differences among the insiders. Sadly some honest people got wrapped up in that exercise. I still don’t see any audited financials on their revamped site .

Mr. Manning  still does not get it that integrity and honesty must come first.

The next action is to make Political Parties and Parliaments honest .

So, secondly, have his friend Poilievre propose an amendment to the Conflict of Interest Act such that an MP who breaks the law cannot serve in the House of Commons. I have written Mr. Poilievre but I am only a small fish and thus have been ignored . But big fish Manning might be able to cozy up to THE LEADER and who knows ???The Conservative Party in its latest convention failed to do this.

Thirdly,  Mr.Manning can also impress upon THE LEADER that the Conservative Party should publish on the Party’s website annual audited financial statements  —let the people know where the money comes from and where the money goes. The Party collects and spends millions of dollars a year.  And why not have a designated period at annual conventions where the budget is presented and members able to question the Party brass. Now that’s democracy.

Fourth. Then there is the business of Parliamentary Government vs Executive Government and Courts infringing on policy.  . The PM ‘s office has become too powerful and the Parliament too weak. Note the SNC Lavalin Affair. The Courts have abused the Constitution, many recent decisions attest. 

These are immediate issues that have to be changed if our democracy is to be restored.

Proposing a “ regions ‘ concept through the Federal Government is a non starter.  Note the following:  

Fifth. 

Manning needs to read The Constitution Act of 1867 and 1982!

The Political Structure of this country can only be changed through the Constitution. Trudeau Sr tried to do Federal Action and got rebuked by the Supreme Court of Canada in 1981.

The Federal Government is not the National Government . 

D. Manning begins the article with ‘ Canada is a nation of regions.’

You can describe it how you like but constitutionally it is a Federation composed of a Federal  Government and ten Provincial Governments sharing power, Sections 91 and 92 of The Constitution Act 1867.  That is the reality 

Manning mentions ‘with the co-operation of the Provinces ‘ only once in the article.  And this is vague —

Any attempt to diminish the  power or influence of individual Provinces , which is likely under a ‘regions ‘ recognition, threatens the integrity of our Constitutional arrangement. There is already too much overreach as we see in the courts and the Federal Government’s encroachment in the areas of the environment and taxation.  This sounds like the World Economic Forum in miniature—reduce the power of individual constitutionally existing units through the back door. Such Federal action is misguided , unconstitutional and wrong.

Near the end of the article Manning demonstrates his lack of appreciation of our Federal system when he says :

“And thus the question: Could not official recognition of the regional character of Canada by the next federal government, and the fashioning of a pro-active but conditional response to the distinctive concerns and aspirations of each as suggested above, turn what has previously been a divisive national liability into a unifying asset for Canada as a whole?”

This is a National  issue not a Federal one . It would require a Constitutional Action, a majority of Provinces and the Federal Government in a very structured process.

One of the great achievements of the Constitution Act of 1982 was the Amending Formula that had evaded leaders from the 1920’s to the 1980’s. 

Canada can now amend its own Constitution without any reference to the UK . It can mold what it wants.  

So I suggest to Mr.Manning that if he is eager to assist in a more functional Canada he begin with the covid mess, then with a more honest and more democratic federal parliament and Government and reformed Courts and then The Constitution which must involve the Provinces and The Federal  Government . 

This is available in an already established constitutional procedure called The Amending Formula , Section 38 of the Constitution Act 1982. 

Throwing bandaids at a massive National Wound by potentially further abusing our Constitution is clearly not an option.

  3. I appreciate your knowledge about how governments in Canada relate and come together or not to progress our country.
     I am on one track or one point you outlined. Four years ago the country was overtaken by the great Covid boondoggle. Correct me but you mentioned integrity and openness on the course of events. The national citizens review did have its good points but was doomed to an obscure corner of interest by the media no matter what science or malfeasance they uncovered.
     My observation as a person who did some research on the virus origins but more so on the experimental MRNA genetic therapy was that officialdom shut down cancelled vilified any and all who questioned the “ official “ narrative coming from government. My experience with reaching out to MP’s or Senators has not been fruitful or satisfactory in any way. Here we four years later with a government that has bankrupted our country. They used the “ plandemic “ as cover to spend and to spend without oversight. Will we ever get a honest audit or just be left with the suspicion those funds were vacuumed up by friends of liberals. Will we ever get an honest science based review of the disease and the vaccine. The data sets exist that there has been huge upticks in both injury and death due to the vax.
    Under “ normal “ circumstances such a product would have been pulled. We have already determined the product was not ready and still had major faults. Whether intentional or stupidity is debatable.
     In a very frustrated mood I did write to to my MP. What I said was they were all culpable in this fraud directly or by doing nothing. A noted pathologist on John Campbell’s talks put it this way “ if even 10% of the medical professionals had come forward with the problems they were encountering this travesty would of ended”. Instead we are now at the point where government, courts, media, corporations all refuse to engage in any form of examination.
    as you have complained it’s all MOOT. Except we do not any faith left in political process or judicial or medical. A lot of people live in a zombie like state because knowing is too hard and the rest know we have been had. We wonder how deep this goes. This is not just a surface wound but a deep fracture of trust.

    • Thank you for summarizing the condition. I cannot disagree with a thing you have said. I have written on the silence —right now if I write a municipal council, a provincial person or federal I am met with silence. Even some of the freedom people ignore me now because I have called out some of them for not being accountable like Preston—other freedom groups do not show their financials and hide behind their non profit status. Governments are so far down the hole that they will admit nothing. I have not heard from any of my former colleagues —-they are all on the other side or just remaining silent.

      • Is it that hard to be an honest human being? I don’t believe it is, unless of course one has performed unscrupulous acts which leave one open to blackmail. Could it be that the puppet master has some incriminating dirt on the many members of parliament?? So much deception. The current governments must be purged and reloaded with honest to the point individuals.

        I agree, all finances for each party should be public and accounted for. Criminals should not be allowed to represent in government. All that you outlined above make complete common sense.

        I only wish that one of your thought process could take over the reigns.

It’s hard to know who to trust these days, as there is controlled opposition lurking everywhere it seems, feigning sincerity while secretly undermining individuals and organizations working for truth and freedoms (and constitutional reforms such as yourself). You won’t see any past audited financials on the NCI website because I believe that those in charge of that first withheld them despite many requests, then broke away with the faction that wants the NCI to end and move on (and die perhaps, even though they say they are all about trying to get the recommendations implemented – time will tell. I’m not hearing anything about it and suspect the report will just end up being relegated to the history files). 

    Those remaining in the original NCI (Shawn Buckley and others who you see doing new hearings, roundtable interviews, etc. and keeping up the main website) are the remnants trying to keep it together and continue the great work. They have been left with no choice but to rebuild from the ground up, including starting over with fundraising. Thankfully, they were able to keep the main website. Any reliable fundraising and social media links are to be found only on the website, and all reliable emails end in .ca (rather than .com). I fully support this original NCI and continue to volunteer my time with them. I believe there are still Canadians and experts who need an official platform for their voice to be heard. Hopefully, this time you will find this NCI more worthy of your support and trust. We would love to hear from you.
